The Reading Area Water Authority Hardship Program is operational and is being run out of the Human Relations Commission. If you need help paying your water bill you must be a homeowner (not a renter), you must be serviced by RAWA, and the property in question must be the only home owned by the applicant. Income guidelines do apply. Also, the applicant cannot be in collections.
